Walking out of a brick faced wood constructed building (like the courthouse) is the worst thing you can do during an earthquake. In addition I believe the room they meet in was actually constructed as a bomb shelter which would be way safer to stay in than going outside. So much for that drill.......

"It directs participants to practice the standard “drop, cover and hold” strategy recommended during an earthquake.... This is a hoot! Obviously those people have never been in a quake. It may be the only thing on earth I'd say this about but please ask a Californian how to react.
