Fatal incident closes Highway 240

Sources say person jumped from moving vehicle

UPDATED 9 a.m. Wednesday --  A Gresham man was killed about 8 p.m. Tuesday when he fell from a moving pickup about six miles east of Yamhill on Highway 240, just east of Ribbon Ridge Road.

The Oregon State Police identified him as Ronald Loren Toby, 45. Trooper Chad Drew gave this account:

Phillip Desmond Lockwood, 42, of Newberg, was driving a Toyota Tundra westbound at about 55 mph when the passenger door opened suddenly. Toby, the right-front passenger, fell onto the pavement. He was pronounced dead at the scene.

"He opened the door and fell out of the truck," said Lt. Eric Davenport of the OSP McMinnville office. "There is no indication of foul play. It appears to be an accident on the passenger's part."

Toby was not wearing safety restraints. State Police said the preliminary investigation indicates alcohol may have contributed to the incident.

Highway 240 was shut down while the incident was investigated, but had reopened by midnight.


UPDATED 12:30 a.m. Wednesday -- Highway 240 has reopened to traffic. No more updatesregarding tonight's incident have been made available. 


NEWBERG -- Highway 240 is closed five miles east of Yamhill, near Worden Hill Road, due to a fatal incident that occured just after 9 p.m. Tuesday night, according to sources.

Sources report an unidentified person fell from a moving vehicle. Life Flight was called, but cancelled after emergency responders determined the person involved was dead at the scene.

Oregon State Police has taken lead in the investigation with the assistance of the Yamhill County Sheriff's Office and other local agencies.
