A Newberg teenager was arrested Tuesday by McMinnville police in connection with the Friday, April 25 stabbing of a 17-year-old McMinnville youth in the Greater McMinnville Area Chamber of Commerce parking lot.

Capt. Dennis Marks said the incident was determined to be gang-related, but he would not elaborate.

Marks identified the suspect as Favian Cruz Velasquez, 19. He was arraigned Wednesday in Yamhill County Circuit Court on one count each of second-degree assault, a Class B felony, and fail to report as a sex offender, a Class A misdemeanor. The assault charge falls under Measure 11 mandatory minimum sentencing guidelines.

Velasquez was also in violation of his probation on the underlying charge of unauthorized use of a motor vehicle, a Class C felony. Velasquez was convicted last November and was sentenced to 14 days in jail and placed on 18 months probation upon his release from custody.

He was lodged in jail without bail.

"We had a couple of potential suspect names," Marks said. "A check with adult and juvenile probation officers and further investigative work resulted in the arrest."

The victim of the 1 p.m. stabbing, whose identity was withheld, was transported by McMinnville police to the Willamette Valley Medical Center. He underwent treatment there for a minor hand wound. Marks called it a "defensive" wound.

He gave this account of the incident:

An Oregon State Police trooper, accompanied by a recruit, were in the area when they observed a fight develop in the parking lot. When the trooper activated his emergency lights and siren, a Latino male fled on foot, leaving the victim behind.

The recruit pursued the man, but lost sight of him. He was seen in the vicinity of Northwest Birch, Cedar and Yamhill streets.

Clothing discarded at the scene led police to conclude the incident might be gang-related.

Anyone with information about the case should call Detective Hugo Cerda at 503-435-5615.
