NEWBERG -- A Newberg man has been charged with second-degree assault after he allegedly shot his mother in the hand with a crossbow, severing her finger.

Newberg-Dundee police said Randall Edward Bracken, 19, of Harrison Street, Newberg, is being held in the Yamhill County Jail on $162,500 bail. He also is charged with unlawful use of a weapon and two counts of menacing.

Newberg-Dundee Police said Bracken was arrested Sunday night after being located  walking down the street carrying a loaded compound bow in a "low ready" position. He initially refused to follow officers' orders, but complied within a few minutes and was taken into custody without further incident.
