No such thing in government spending as 'a coincidence'! Plain and simple! Otherwise, 10 years after ribbon cutting, the 7 mile stretch of Hiway 20 would be complete, Kitzhaber would never have been re-elected, and Trimet would be self-supporting ... to name a few!
