To be $160M into a $48M project sounds similar to the 1990's DMV computer fiasco or the flawed BETC program of late.

The explanation seems so simple -- Oregon government is quite adept at spending money foolishly. Fiscal caution and attention are never considered important to those who spend other people's money. In case one hasn't noticed, Oregon has had this attitude for decades.
