County approves Fender's blue plan

Phelan said he was pleasantly surprised by the degree of cooperation the county discovered among federal officials, state officials and representatives of environmental advocacy groups like the Xerces Society. "It really was very cooperative," he said.

"We know this is a long-term commitment we're making to protect the habitat and the plant itself," he said. "The incidental take permit doesn't mean that we can wholesale go and destroy. But if there is an accidental take, say in the ditch line, there would be no scrutiny. We have to make every best effort to replant or move it out of that location."

The plan lays out specific actions the county will take to minimize impact to the butterfly and its host plant as it maintains the roads. "We are committed to the best practices and good management at each of those sites," Phelan said.
