WOW, sounds like this sitting city council is striking out a second time. First it the plastic bags and now the signs. Anybody know what might be strike three to get them ALL out of office the next they come up for election?

A 'series of triggers' (legally speaking)? Exactly what does that mean, literally? Retroactively applied new laws and restrictions, leading to non-compliance?

If this is the ploy, those businesses should not only keep abreast of details provided, but also employ a watchful eye on the back door. Based on how the 'bag ban' came about, it might be a well-advised approach.
