Steele cited an influx of newcomers who are having a negative impact.

witnessed some behavior, often involving people he knows don’t live in town, that is distressing.

I am curious what "newcomers" look like? Do "people that don't live in town" look different? How do we "concerned" citizens recognize them?
I think the issue is more about the complete lack of police presence and citizen tolerance, then "new comers"
Amity is not a very inclusive town, if you are not a white middle age male then you are someone to be feared.

stephenst - Threatening, drunken or drugged behavior knows no racial boundaries. The newcomers under discussion are those in Amity that exhibit these negative and threatening behaviors and are those being discussed in this article. You'll know them when you see them.
If you don't feel included in Amity, you are free to go or live elsewhere.
